Pursuant to Section 9 of Executive Order No. 21 (EO 21), titles "Directing Establishment of the Policy and Administrative Framework for Offshore Wind (PSW) Development" issued on 19 April 2023, the Department of Energy (DOE), in consultation with concerned stakeholders, hereby issue, adopt and promulgate the following implementing guidelines.
