WHEREAS, pursuant to Civil Service Commission (CSC) Memorandum Circular (MC) Nos. 38, series of 1992, and 06, series of 1995, as reiterated under CSC MC No. 08, series of 2011 , require all government agencies to implement a Physical Fitness and Sports Development Program to develop a healthy and alert workforce;
