 2016-2020 Missionary Electrification Development Plan

The Department of Energy (DOE), in coordination with the Small Power Utilities Group of the National Power Corporation (NPC-SPUG), the National Electrification Administration (NEA), Distribution Utilities (DUs), New Power Providers (NPP), and Qualified Third Parties (QTP), pursuant to Rule 13 of the Implementing Rules and Regulations (IRR) of Republic Act No. 9136 or the Electric Power Industry Reform Act of 2001 (EPIRA), prepared the 2016-2020 Missionary Electrification Development Plan (2016 MEDP). It covers the development plans and programs of the Government to increase access to sustainable energy in off-grid areas in the country and improve the efficiency in the use of energy.

Consistent with the social and development agenda of the government, the 2016 MEDP outlines the various policies, plans and programs to expand electricity access and improve the electricity services in off-grid areas. It gives an update on the condition of missionary electrification and later on delineates the government’s plans of action and policy directions to ensure the provision of adequate, reliable, and efficient supply of electricity in the missionary areas.1 In particular, this MEDP addresses the pressing conditions and needed policies pertaining to the: (1) improvement of the Private Sector Participation (PSP) Program; (2) improvement of operations and services in missionary areas; (3) and the rationalization of Universal Charge for Missionary Electrification (UCME).

2009 - 2013 Missionary Electrification Development Plan (MEDP)

Executive Summary

In compliance with Section 1(c) of Rule 13 of the Implementing Rules and Regulations (IRR) of the Electric Power Industry Reform Act of 2001 (EPIRA or Republic Act No. 9136), the Department of Energy (DOE), in coordination with the Small Power Utilities Group of the National Power Corporation (NPC-SPUG), the National Electrification Administration (NEA), new private/power providers (NPPs), independent power producers (IPPs), distribution utilities (DUs) and qualified third parties (QTPs), has prepared the Missionary Electrification Development Plan for 2009-2013 (2009 MEDP).

The 2009 MEDP sets out the government’s plan that will implement policies and programs to sustain the provision of adequate, reliable, and efficient supply of electricity in missionary or off-grid areas and to enable communities in those areas receive the benefit of electrification. The 2009 MEDP covers two major components, namely: missionary generation and remote area electrification.

2012 - 2016 Missionary Electrification Development Plan (MEDP)

Introduction

The 2012-2016 Missionary Electrification Development Plan (2012 MEDP) is an outline of the Government’s plans to improve the conditions prevailing in missionary areas. The 2012 MEDP focuses specific plans and projects for the next five years.

With funding support from the World Bank (WB) and the Global Environment Facility (GEF) through the Philippine Rural Power Project, Trust Fund No. TF 52188, the Department of Energy (DOE) engaged Innovation Energie Développement (IED) to review the missionary electrification framework and its current status and thereafter initiate the preparation of the 2012 MEDP for the DOE. We thank IED for producing a report depicting a clear status of missionary electrification in the country, and WB and GEF for the Technical Assistance provided to further enhance and remove the barriers of renewable energy development in missionary areas. Data and insights presented by IED were discussed and studied by DOE in determining what needs to be done.

The 2012 MEDP is intended to serve as the blueprint on which missionary electrification policy actions in the next five years will be based, and will evolve as necessitated by circumstances. The intended audiences of this document are industry participants in Small Islands and Isolated Grids (SIIGs), specifically the National Power Corporation - Small Power Utilities Group (NPC-SPUG), potential New Power Providers (NPPs) and Qualified Third Parties (QTPs), Distribution Utilities (DUs), the National Electrification Administration (NEA), and the Energy Regulatory Commission (ERC).
