On Compliance with Department Circular No. DC2021-07-0023

Re: EVCS Policy Framework Guidelines


The Department of Energy (DOE) hereby reiterates the compliance of all EVCS stakeholders in the Philippines – entities engaged in the development, establishment, and operation of EVCS pursuant to the pertinent provisions of DC2021-07-0023 as follows:

1. NOTICE PRIOR TO ENGAGEMENT IN ALL FORMS OF EVCS ACTIVITIES.  All EVCS Operators are mandated to be duly registered to the DOE prior to its operation and commercialization. Those EVCS that are already operating are required to register based on the requirements identified under Section 4 of DC2021-07-0023 and shall ensure the integrity and sustainability in the operation of the charging stations;

2. LABELING AND MARKING REQUIREMENTS. All EVCS Operators are required to provide visible energy labels and marking on the establishment. The labels and marking shall include information enumerated in Section 9 of DC2021-07-0023; and

3. SUBMISSION OF REPORTS. Operating EVCS shall comply with the submission of the monitoring reports stated in Section 11 – Reportorial Requirements of DC2021-07-0023 and shall submit this to the Energy Utilization Management Bureau (EUMB).
