WHEREAS, pursuant to Republic Act (RA) No. 9994 (RA9994), of the Expanded Senior Citizens Act of 2010, amending RA Nos. 7432 and 9257; and RA10754, or An Act Expanding the Benefits and Privileges of Persons with Disability, amending RA Nos. 7277, 9442 and 10070, the government may grant special discounts in special programs for Senior Citizens and Persons With Disability on their purchase of basic commodities;
