WHEREAS, Republic Act (RA) No 9513, otherwise known as the "Renewable Energy of Act of 2008", declares as a policy of the State to, among others, increase the utilization of renewable energy by institutionalizing the development of national and local capabalities in the use of renewable nergy (RE) systems, and promoting its efficient and cost-effective commercial application by providing fiscal and non-fiscal incentives;
