November 7, 2023 The Department of Energy (DOE) recently released the Invitation to Bid for the conduct of a Competitive Selection Process (CSP) for Microgrid Service Provider (MGSP) for the electrification of initial ninety-eight (98) identified unserved and underserved areas of the country.

DOE and DOST collaborate for renewable energy research and development

Recognizing the crucial role of research and innovation in driving the transition to clean energy, the Department of Energy (DOE) and the Department of Science and Technology (DOST) signed a Memorandum of Agreement (MOA) aimed at fostering collaboration in the advancement of renewable energy (RE) research and development (R&D). This partnership will utilize the Renewable Energy Trust Fund (RETF) mandated under Section 28 of Republic Act No. 9513 or the Renewable Energy Act 2008.

DOE expects more than 4,000 MW to come online in 2024 to boost the grid

At least 4,164.92 megawatts (MW) of power projects will come online this year to enhance the country's energy infrastructure and bolster the power supply and stability of the grid, the Department of Energy (DOE) announced. To date, 161.20 MW of these committed projects are now in full commercial operation while 835.888 MW are under the testing and commissioning stage.

DOE mandates higher biodiesel blend beginning October 2024

Following the recommendations by the National Biofuels Board (NBB), the Department of Energy has released guidelines for adopting a higher biofuels blend. This move aims to decrease dependence on imported fuels, reduce greenhouse gas emissions, and bolster the local biodiesel and bioethanol sectors.

The initial 98 identified areas have a total of 15,645 households, or equivalent to around 39 percent of the total households in the unserved and underserved areas that may be viable for microgrid systems due to their number, household density, and demand in the said areas.

Energy Service Companies (ESCO)

Energy Service Company (ESCO) What is an ESCO? Energy Service Company (ESCO) refers to a juridical entity that offers multi-technology services and goods towards developing and designing energy efficiency projects, delivering and guaranteeing energy savings, and ensuring cost-effective and optimal performance. Their services include energy supply and management, energy financing, technical engineering expertise and consultancy, equipment supply, installation, operation, maintenance, and upgrade, and monitoring and verification of performance and savings. Their goods include lighting, motors, drives, heating, ventilation, air conditioning systems, building envelope improvements, and waste heat recovery, cooling, heating, or other usable forms of energy control systems. Department Circular 2020-09-0018 The ESCO Guidelines include among others, certification requirements, review and evaluation process, and the classification of ESCOs, and states that ESCOs applying for certification must demonstrate their technical and managerial competence to design and implement energy efficiency projects, including energy audits, design engineering, providing or arranging project financing, construction management, operations and maintenance of energy efficient technologies, and verifying energy savings. The following classification is hereby introduced in the ESCO Guidelines: Registered ESCO refers to an ESCO seeking accreditation for professional services to DOE for the first time that meets the minimum of requirements on legal and technical capacity. The validity of the Certificate for Registered ESCO shall be for three (3) years. Certified ESCO refers to an ESCO which in addition to meeting the requirements of a Registered ESCO also has proven performance or results-based projects savings experience and with proven customer experiences. The validity of the Certificate of Certified ESCO shall be valid for five (5) years.

History

The Philippines' Department of Energy (Filipino: Kagawaran ng Enerhiya), abbreviated as DOE is the executive department of the Philippine Government responsible for preparing, integrating, coordinating, supervising and controlling all plans, programs, projects and activities of the Government relative to energy exploration, development, utilization, distribution and conservation. The Department of Energy was created by then President Marcos as he issued Presidential Decree No. 1206 which created the Ministry of Energy and attached the National Power Corporation and Philippine National Oil Company to this new agency. The Ministry was abolished during the Regime of Corazon Aquino. During the Regime of President Fidel V. Ramos, that Department was created by virtue of Republic Act No. 7638 otherwise known as the Department of Energy Act of 1992. The Department was vested additional powers and functions under pertinent energy and power related legislations, such as Republic Act No. 9136 or the "Electric Power Industry Reform Act of 2001", Republic Act No. 9367 or "Biofuels Act of 2006", and Republic Act No. 9513 or "Renewable Energy Act of 2008."

Government launches ESEOC and MES for enhanced disaster and cyberattack response

Executive Secretary Lucas P. Bersamin leads the inauguration of the Energy Sector Emergency Operations Center (ESEOC) and the Mobile Energy System (MES) today, 15 April 2024. These two new initiatives designed to address the need for resilient energy infrastructure and response capabilities in times of crisis are part of the United States Agency for International Development’s (USAID) $34 million Energy Secure Philippines activity with the Philippine government through the Department of Energy (DOE).

Media Statement on the Luzon Power Situation Following Typhoon Aghon

The Department of Energy (DOE) asks for the public’s cooperation to efficiently use electricity in the Luzon grid, especially today, 27 May 2024. This as the National Grid Corporation of the Philippines (NGCP) issued a Red Alert notice from 4:00 PM - 10:00 PM and Yellow Alert from 1:00 PM - 4:00 PM and 10:00 PM - 11:00 PM today. Total capacity on forced outage is 4,281.3 MW while deration amounts to 216 MW.

Call for Comments on the Draft Department Circular, Titled, "Providing Specific Auction Policy and Guidelines for Non-FIT-Eligible Renewable Energy Technologies in the Green Energy Auction Program”

The Department of Energy (DOE) is hereby requesting all interested parties to submit their comments and inputs on the draft Department Circular for Prescribing Amendments to Department Circular No. DC2023-10-0029 Titled, “Providing Specific Auction Policy and Guidelines for Non-FIT-Eligible Renewable Energy Technologies in the Green Energy Auction Program”. The said draft DC contains a separate settlement specific for Pumped-Storage Hydropower.

Background

The DOE Electric Power Database Management System (DEPDMS) is a relational and analytical database for the effective and efficient acquisition, warehousing, and management of various data/information related to electric power industry participants, which include generation companies, distribution utilities, retail electricity suppliers, market operator and system operator. It is a combination of computer servers and software (MS SQL and Tableau) which are maintained by PMDD and ITMS.

Represents the department in the following: Grid Management Committee (Grid Code) Distribution Management Committee (Distribution Code) Transco Board Technical Working Group NP-Contracts Awards Committee Consolidates regional and sectoral inputs relating to the transmission plan. Monitors and assesses the transmission operations, system development, and performance in the market.
